The Wall Street Journal reports that Europe and Canada are stepping up efforts to field satellite networks they control, after what the Journal describes as Elon Musk's decision to abruptly limit Ukraine's use of Starlink. The Journal says Europeans are worried about a system with a 'built-in kill switch.' Musk and the Trump administration each point to the other over who imposed the cap on Starshield terminals, which began around Oct. 13–14. Ukraine's defense ministry said Oct. 24 that speeds above 400 km/h had been restored.

The UK government will put £100m into a new AI Biosecurity Lab, which the Cabinet Office calls the world's first dedicated AI biosecurity organisation. OpenAI and Anthropic will add up to £200m in model credits, access and technical support rather than cash. The independent non-profit will initially focus on spotting biological threats early and speeding up vaccines and treatments, as part of a roughly £600m AI package, most of it on security, set out before Wednesday's Budget.
Meta has acquired Sundial, an AI-powered data analytics platform co-founded by former Meta executives Julie Zhuo and Chandra Narayanan, a Meta spokesperson confirmed to Axios. Sundial will be folded into Meta's new data analytics unit and will stop serving outside customers once the deal closes. Terms were not disclosed.
CISA has added CVE-2026-114625, a critical SQL injection bug in Arista VeloCloud Orchestrator, to its KEV catalog with an October 26 deadline. Fixed releases are 5.2.3.18, 6.1.3.10 and 6.4.2.12.
CISA added CVE-2026-110447, an OS command injection flaw in Collabora Online's built-in CODE server used within Nextcloud, to its Known Exploited Vulnerabilities catalog on October 23. It allows remote code execution; federal agencies must mitigate by October 26 under BOD 26-04.
Prime Video announced on Oct 23 that Fallout Shelter: The Experiment will premiere January 13, 2027. According to Prime Video's press release, the first four episodes arrive Jan 13, with the rest rolling out through Jan 27, and the winner will take home $1 million.
