Microsoft has shipped a limited number of Xbox controllers without batteries since December, the official Xbox Support account states on X.

Normally, Xbox controllers include Duracell AA batteries for immediate use. Customers affected by the oversight can register at aka.ms/batteries to receive a free Xbox Rechargeable Battery + USB Type-C cable kit, which PC Gamer notes normally costs $25.

Xbox Support confirms all controllers moving forward will include batteries. The rechargeable kit offers an upgrade over disposable cells, allowing users to avoid interruptions from battery changes.
Reports suggest the included Duracell batteries stem from a marketing deal where Duracell pays Microsoft to bundle them.
