PC Gamer updated at ~4:33pm PT July 9 that the 'too many requests' error has cleared for the Steam store (now loading for most users), though SteamStat.us still shows issues with website servers in Dubai.

Steam is currently showing "You've made too many requests recently. Please wait and try your request again later" when users attempt to load Steampowered.com.

SteamStat.us reports "too many requests" errors for both the Steam store and Steam community. This is not an individual user issue such as reloading the store page excessively.
The errors are occurring on a Thursday rather than the typical Tuesday maintenance window when Valve performs scheduled updates.
